Gu Liping, born in 1957, is a graduate of the Law Department at Peking University Branch. She has worked as a staff member at the Beijing Procuratorate, served as chairman and general manager of multiple IT companies, and is the Vice President and Secretary-General of the China Youth Palace Association. Since 1978, she has been engaged in youth education, research, and management. She has authored textbooks such as "Overview of Marxism for Youth League and Student Organizations" and "Marriage Law," and led research projects on youth crimes and lifestyles. In 2003, she founded the public welfare organization "China Youth Entrepreneurship International Program" (YBC), serving as Vice Chairman and General Secretary, and has also served as Chairman of the Board of the Tsinghua University Innovation and Social Responsibility Research Center. In 2013, she resigned from her positions as General Secretary of YBC and Executive Vice Chairman of the Ying Public Welfare Foundation. Her father was originally a piccolo player in a military band, later transferred to Yuanmingyuan as a Party Secretary. Through her father's connections, she met Ling Kai. After marriage, she was reassigned to work in the Central League School Library. On December 22, 2014, she was taken into custody for investigation following her husband's involvement in serious disciplinary violations, as Ling Kai was under investigation.
