Rong Zhiquan was born in Shanghai and raised in Hong Kong. In his family connections, he is the nephew of Rong Yiren. His main professional background is centered in Hong Kong's textile and financial industries. He has served as the general manager of Nanyang Spinning Mill in Hong Kong and has also been the chairman of the Hong Kong Textile Industry Association. He has also served as a director of Hong Kong Futures Exchange Limited, a member of the Securities and Futures Commission's Advisory Committee, and vice chairman of the Hong Kong Textile Industry Federation Limited.

His social honors include being appointed as a member of the Order of the British Empire (MBE) in 1989. Rong Zhiquan is also vice president of the Hong Kong Institute of Bankers, a member of the Asian division of the University of Chicago International Advisory Council, and a member of the 11th Shanghai Municipal Committee of the Chinese People's Political Consultative Conference.

In terms of wealth, Rong Zhiquan's family assets were valued at 8.5 billion RMB, ranking 618th on the Hurun Rich List in October 2024.
