Introduction

Viscount Ōtawara Kazukiyo (大田原一清, November 10, 1861 – October 28, 1930) was a Japanese noble and the 14th and final daimyō of Ōtawara Domain, located in Shimotsuke Province, which corresponds to present-day Tochigi Prefecture. His courtesy title was Hida-no-kami, and his Court rank was initially Junior Fifth Rank, Lower Grade, later elevated to Upper Fifth Rank.

He was born as the eldest son of Ōtawara Tomikiyo, who was the 13th daimyō of Ōtawara Domain. Ōtawara Kazukiyo succeeded to his family headship and became daimyō in 1862 following his father's death. During the tumultuous period of the Boshin War, which began in 1868, he pledged loyalty to the newly established Meiji government and received confirmation of his holdings. In 1869, he was appointed as the imperial governor of Ōtawara. However, the central government required a contribution of 5000 ryō in gold to help finance the conflict.

With the abolition of the han system in July 1871, which replaced domains with prefectures, he retired from his position and moved to Tokyo. In Tokyo, he pursued higher education at Keio Gijuku University. When the kazoku peerage system was established in the early Meiji period, he was granted the title of shishaku (viscount) in 1884, which was part of the new aristocratic hierarchy.

In 1899, Ōtawara Kazukiyo was appointed to a seat in the House of Peers, the upper chamber of the Imperial Diet, where he served until 1923. He passed away in 1930.
