Lan Jinsheng was born into a poor family. In his youth, he was filial and diligent in his studies but was unable to complete his education. He joined the military and gradually achieved success. Starting from the first year of the Republic of China, he served as the commander of the Chao Mei Guard Army, later became the commander of the Second Brigade of the First Army Division, and also served as the magistrate of Raoping County. In the 12th year of the Republic of China, he retired to Hong Kong to focus on business and was a devout follower of Taoism. He passed away in the 32nd year of the Republic of China at the age of 67. His son, Lan Jianyi, was the chief of the National Revolutionary Army cavalry battalion and participated in the Second Sino-Japanese War. His descendants include several grandchildren of Macau casino king Ho Hung-sen.
