Introduction
Robert Arthur Lytton Balfour, 3rd Earl of Balfour (31 December 1902 – 28 November 1968), was a Scottish peer known for his familial connections and public service roles. He held the courtesy title Viscount Traprain from 1930 until 1945.
Balfour was born at Fishers Hill House, Hook Heath, Woking. His father was Gerald Balfour, a Member of Parliament, and his mother was Lady Elizabeth Balfour (née Bulwer-Lytton), daughter of the 1st Earl of Lytton. He was a nephew of Arthur Balfour, who served as Prime Minister of the United Kingdom. In 1930, his father inherited the titles, and Robert took the courtesy title Viscount Traprain.
His educational background includes attendance at Eton College and Trinity College, Cambridge. In his military service, Balfour attained the rank of Lieutenant in the Royal Naval Reserve and participated in World War II.
On 12 February 1925, he married Jean Lily West Roundel Cooke-Yarborough (1900–1981). The couple had four children: Gerald Arthur James Balfour (later the 4th Earl of Balfour; 1925–2003), Lady Evelyn Jean Blanche Balfour (1929–2011), Lady Alison Emily Balfour (1934–2015), and Hon. Andrew Maitland Balfour (1936–1948).
Between 1952 and 1954, Balfour served as chair of the Royal Commission on Scottish Affairs, known as the Balfour Commission.
