Introduction
Ji Xiaobo was born in Harbin City and early in his life, he moved to Macau with his mother, Cui Lijie. His professional career began in the casino industry, initially working as a "diebai" in Macau, which is a broker responsible for introducing clients to the casinos. As he gained experience, he rented VIP rooms and purchased gaming tables, gradually expanding his influence in the casino business.
In 2011, Ji Xiaobo became the CEO of Tianxing International Financial Group, during which the ownership of major shareholders was transferred. However, in February 2013, he resigned from his positions as executive director and CEO of the company due to personal affairs. In 2014, he acquired a publicly listed company, took it private via a backdoor listing, and renamed it Bohua Pacific, becoming its primary controlling shareholder.
Regarding his investment strategy, in 2016, Ji invested 3.1 billion US dollars (approximately HKD 24.1 billion) on Saipan to build the Pacific Entertainment Kingdom. The project planned three phases of development, including the construction of an integrated resort and a six-star hotel. By the end of 2016, the hotel for the first phase was operational. Additionally, he hosted the variety show "Running Man" and invited celebrities and staff to film on Saipan.
In 2017, Ji’s family established the Bohua Palace Hotel on Saipan, expanding the casino capacity to attract more international tourists. However, due to a sharp decline in Saipan’s gaming industry and casino revenues, Bohua Pacific’s performance suffered losses. According to the company’s financial report, in 2017, the company's annual revenue reached HKD 13.16 billion, a 75.7% increase year-on-year, though the risks associated with relying on VIP business became increasingly evident.
On the personal front, Ji Xiaobo and Wu Peici met at a friend’s gathering in 2012. After a brief breakup, they reunited in 2013. On February 17, 2014, Wu Peici gave birth to a daughter named "Xiaoruirui" in Hong Kong. She was pregnant with her second child in 2015 and gave birth to her second son, Hans, in November 2015. In June 2017, their third child, Hudson, was born. In 2020, Wu Peici gave birth to their fourth child, Hailey, in Hong Kong.
Ji Xiaobo has been involved in numerous legal and social incidents, including winning a defamation case in 2020. Rumors claiming he had apologized publicly were clarified as false. He has also faced debt collection for nearly HKD 5 million due to unpaid rent; his family’s enterprise and casinos have been suspected of money laundering and illegal employment, and he was investigated by the FBI. In 2023, the Beijing First Intermediate People’s Court announced that his criminal gang was dismantled, and he was identified as the leader of a criminal organization known as a "evil force." Reports indicate that he fled to Japan in 2024 and is currently on the FBI’s global wanted list. Wu Peici clarified rumors about his status and connections to the Myanmar case in 2024 and 2025, denying that Ji Xiaobo was wanted or involved.
