Koo Jing-Ti was born on September 19, 1970, in Montreal, Canada. Her father is of Chinese nationality, and her mother is Vietnamese. She lived a happy childhood and performed well academically. She completed her studies at the University of Quebec in Quebec, Canada, earning a bachelor's degree in business marketing.
In 1993, Koo Jing-Ti participated in the Fifth Miss Chinese International Pageant, winning the title of champion and the handsome styling award, as well as the titles of "Miss Chinese Montreal" and "Miss Chinese International." On September 30 of that year, she made her first appearance in the action comedy film "The Supreme Thirty-Six Strategies of Theft and Swap," acting as "Lily." This was her film debut.
