Huang Ruiliang was born in Lukang Town, Taiwan. She attended Taichung Second Senior High School's music program in her early years, then pursued her undergraduate and graduate studies in the Department of Music at Taipei National University of the Arts. Within her family, her grandfather Wu Donghe was a renowned calligrapher in Lukang Town, Changhua County, with a certain local reputation. Wu Donghe and his younger brother Wu Dongyuan held joint calligraphy exhibitions in Changhua and founded Lanshing Studio, earning recognition among the public. Her father, Huang Bailu, served as the manager and director of Lukang Township Credit Cooperative and is currently engaged in water technology, ultrapure water equipment, and wastewater treatment businesses at Jintang Technology. Her mother, Wu Lihua, has a background that supports Taiwan's Green Camp political movement.

The couple previously studied together in New York, and currently Chen Chih-chung is attending Columbia University.

Her family life, along with multiple media reports, has revealed political and legal incidents involving her and the Chen Shui-bian family. She has been accused of involvement in money laundering investigations, with funds flowing through accounts in Singapore and the U.S.. Authorities stated that she and her family’s accounts were involved in large overseas remittances, with funds linked to Taiwanese political figures. Her husband, Chen Chih-chung, joined the Democratic Progressive Party in 2006 and is currently residing in the United States, studying at Columbia University. They have one child. On July 15, 2022, the Taiwan High Court sentenced Huang Ruiliang to 10 months in prison, with a four-year probation, and fined 1 million New Taiwan Dollars.
