Fu Rui

Fu Rui, born in the People's Republic of China, comes from a prominent family background. His father is the son of Peng Zhen, and his mother is the revolutionary Zhang Jieqing. His siblings include Fu Yang and Fu Liang.

Fu Rui's academic and professional career began in China's nuclear industry. Since 2001, he has participated multiple times in major strategic discussions related to China's nuclear industry and attended the development planning symposium for China National Nuclear Corporation's "Fifteen" Plan. As of September 2023, Fu Rui remains in a consultant position at China National Nuclear Corporation.

Throughout his career, Fu Rui has put forward numerous proposals regarding nuclear technology. He advocates for the simultaneous development of second-generation improved and third-generation nuclear technologies, emphasizing that more economical nuclear power options should be prioritized in inland underdeveloped regions. He opposes premature standardization of nuclear technology routes and stresses that the localization of AP1000 technology should be completed before 2020. Moreover, in 2011, Fu Rui proposed fast reactor technology as a potential fourth-generation nuclear technology, highlighting its ability to breed nuclear fuel and alleviate China's uranium resource scarcity. However, he advocates for accumulating operational experience through experiments before promoting commercial applications.

Regarding nuclear fuel management, Fu Rui insists that the national government should centrally manage the nuclear fuel industry to prevent vicious competition in the market. On policy suggestions, he expressed in 2010 that participation of private capital should be permitted in non-core technological fields to improve the nuclear industry supply chain.

Fu Rui also actively participates in national energy and public welfare affairs. During the 2011 National Committee of the Chinese People's Political Consultative Conference (CPPCC), he discussed energy policies and stated that "the essence of housing price issues is a matter of values." Furthermore, in 2010, he commented on the inadequacies in the nuclear industry chain, stressing the importance of strengthening industry chain construction.
