He was a 59th class graduate of the Imperial Japanese Army Academy and the third son of Hideki Tōjō, who served as Prime Minister of Japan and a General of the Imperial Japanese Army. In 1939, he graduated from Fukuoka Junior High School (now Fukuoka Prefectural Fukuoka High School), and completed his studies there in March 1943. In April of the same year, he entered the Imperial Japanese Army Officers' Candidate School.

In October 1944, he enrolled as a 59th class cadet at the Imperial Japanese Army Academy. At that time, his ranks included Army Private, Corporal, and Sergeant. Following the end of World War II in August 1945, he experienced Japan's defeat. After the war, he worked at Kawanami Kogyo.

After the establishment of the Air Self-Defense Force, he was recruited in August 1956 as an officer candidate, with the rank of Second Lieutenant. He subsequently held various positions within the Self-Defense Forces while being promoted through the ranks. In July 1972, he was promoted to First Lieutenant, and in September 1974, he became the head of the Legal Section of the General Affairs Division at the JASDF Air Staff Office. On March 16, 1976, he was appointed commander of the 3rd Anti-Aircraft Group, and on July 31, 1977, he served as Vice Commander of the Transport Air Group.

After retirement, he was engaged in public service and received various honorary titles. He was awarded the Order of the Sacred Treasure, Fourth Class, on April 29, 1996. He passed away on October 30, 2014, and was posthumously awarded the Junior Fourth Rank.
