An Min, male, Han ethnicity, born in April 1945, with ancestral home in Suide County, Shaanxi Province. He was born in Suide County, Shaanxi Province in 1945. From 1964 to 1970, he studied in the Department of English at the University of International Relations, majoring in English, and obtained a university degree.

He began his professional career in September 1969. From August 1970 to October 1975, he participated in labor in Chicheng County, Hebei Province, and served as a teacher at Chengguan Middle School. Subsequently, he worked at Huainan Fertilizer Plant in Anhui Province, holding positions as a technical staff member in the production department and as a dispatcher, from October 1975 to April 1979.

In April 1979, he joined the Chinese Communist Party. Afterwards, An Min entered the foreign trade system, serving as a cadre in the Fourth Bureau of the Ministry of Foreign Trade and Economic Cooperation. From April 1982 to August 1986, he successively served as an officer, deputy director, and director of the Import and Export Bureau of the Ministry of Foreign Trade and Economic Cooperation.

Starting in August 1986, he took the position of Deputy Director of the Taiwan Trade Office within the Ministry of Foreign Trade and Economic Cooperation, at a deputy bureau-level. From December 1988 to August 1990, he served as Deputy Director of the Department of Taiwan Economic and Trade Relations of the Ministry, later being promoted to Director of the department, serving from August 1990 to December 1992.

From December 1992 to April 1993, he was the Director of the Taiwan, Hong Kong, and Macau Affairs Department, and then from April 1993 to June 1996, he served as Director of the Taiwan, Hong Kong, and Macau Affairs Division of the Ministry of Foreign Trade and Economic Cooperation. Based on this, from June 1996 to February 2001, he served as an Assistant Minister and Party Group Member of the Ministry of Foreign Trade and Economic Cooperation.

From February 2001 to March 2003, he was promoted to Vice Minister and Party Group Member of the Ministry of Foreign Trade and Economic Cooperation, responsible for related international trade affairs. From March 2003 to October 2005, he served as Vice Minister and Party Group Member of the Ministry of Commerce of China.

In October 2005, according to the decisions of the State Council, he was dismissed from his position as Vice Minister of the Ministry of Commerce. His career has been primarily focused on foreign trade and economic and trade relations with Taiwan, holding multiple positions and accumulating extensive experience.
