Zhou Xiaoding was born in January 1915 in Gaochun County, Jiangsu Province. He also used the names Zhou Guozhen and Zhou Zhongyang. His early profession was as a printer; he worked as a temporary worker and head of the publicity department at the Hong Kong Chinese Publishing House printing factory, participating in trade union activities in Hong Kong's printing industry, including serving as deputy head of the publicity department and as leader of a general strike.
In July 1938, while working at the Hong Kong Chinese Publishing House branch, he joined the Chinese Communist Party. Subsequently, he held positions such as group leader of the CCP branch at Hong Kong Kowloon Chinese Publishing House, propaganda officer, and labor union party and youth league officer. In November 1939, he left Hong Kong and in December 1940, he went to Yan'an, where he studied at the Marx-Lenin Institute and the CCP Central Party School.
From April to June 1945, as a member of the rear-area delegation, he participated in the 7th National Congress of the Chinese Communist Party. During the Liberation War, he was involved in southbound work and served as the leader of the CCP's urban pilot work team in Central China. In May 1947, he was transferred to Shanghai to serve as secretary of the CCP Shanghai Western Suburbs Private Spinning Mill Committee. From December 1948 to February 1949, he was deputy secretary of the CCP Shanghai Western District Committee. From February to May 1949, he was secretary of the CCP Shanghai Pudong District Committee.
After the founding of New China, Zhou Xiaoding served as deputy secretary of the CCP Shanghai Tilanqiao District Committee. Starting in 1952, he held various positions including deputy director of the General Office of the Ministry of Light Industry and deputy director of the Tobacco and Alcohol Industry Bureau. In May 1956, after the establishment of the Ministry of Chemical Industry, he served successively as deputy director of the Rubber Industry Administration Bureau of the Ministry of Chemical Industry, director and party secretary of the Beijing Rubber Research and Design Institute. Additionally, he was deputy director of the Second Bureau (Military Industry) of the Ministry of Chemical Industry and deputy manager of China Rubber Industry Corporation. During the Cultural Revolution, he was subjected to disruption. Later, he served as director of the Revolutionary Committee and party secretary of Beijing Rubber Factory, deputy director of the Science and Technology Bureau of the Ministry of Chemical Industry, and vice president of the Science and Technology Research Institute.
Zhou Xiaoding passed away in Beijing on February 16, 1991, at the age of 76 due to illness.
