Introduction

This individual studied at the Harbin Military Engineering Institute from 1960 to 1965, majoring in the overall design of surface-to-air missiles within the missile engineering department. After graduation, from 1972 to 1975, he served as a military representative for quality inspection of military products at the state-owned 761 Factory of the Air Force. From 1975 to 1980, he held a staff position in the AAA artillery office of the Air Force Command of the Beijing Military Region.

Between 1980 and 1983, he served as a deputy regiment-level officer in the Science and Technology Department of the Equipment Division of the General Staff Headquarters of the People's Liberation Army. Subsequently, from 1983 to 1984, he held positions at the State Council Overseas Chinese Affairs Office, first as Deputy Director and member of the Party Leadership Group, later promoted to First Deputy Director and Deputy Party Secretary. In 1984, he became Director and Party Secretary of the office, serving in that role until 1997. During this period, he was responsible for managing national affairs related to overseas Chinese.

From 1997 to 2003, he served as Director and Party Secretary of the State Council Hong Kong and Macao Affairs Office. Afterward, from 2003 to 2008, he was Vice Chairman and member of the Party Leadership Group of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), while continuing his role as Director and Party Secretary of the Hong Kong and Macao Affairs Office. From 2008 to 2010, he served as Vice Chairman and member of the Party Leadership Group of the 11th CPPCC. From 2010 to 2013, he maintained this position, continuing his work within the CPPCC.

He has held multiple important positions within the Chinese Communist Party, serving as a member of the 12th to 17th Central Committees, and as Vice Chairman of the 10th and 11th National Committee of the CPPCC. These roles reflect his significant status and broad influence within China's political system and related institutions.
