Liu Bin, female, of Han ethnicity, was born on January 21, 1977, in Zhenjiang City, Jiangsu Province. After graduating from high school in 1995, she enlisted in the military and began serving at the logistical depot in Golmud, on the Tibetan Plateau. Golmud is located at high altitude, averaging over 3,000 meters, and has relatively harsh environmental conditions. During her service, she underwent military training while simultaneously studying related knowledge.

In 1997, Liu Bin was admitted to the Nursing Department of the PLA Medical College with excellent results. During her time at the college, she performed outstandingly, served as a student leader, and joined the Communist Party of China in March 1999. After graduation, she was assigned to work at a military hospital.

In 2006, Liu Bin was admitted to the graduate program in Administrative Management at the Zhou Enlai School of Management, Nankai University, and graduated with a master's degree, achieving excellent results. After graduation, she joined the General Staff Department of the PLA, serving as an assistant. During her work, she received a third-class merit award. She served a total of eighteen years in the military as a senior battalion-level officer and had never made any personal requests regarding her duties.

Aside from her military career, Liu Bin also holds a certain reputation in China's photography community. She currently serves as the Vice President of the China Women Photographers Association. She has also held several important social positions, including member of the 10th and 11th Executive Committee of the All-China Women's Federation, director of the China Women Photographers Association, Vice President of the China Heroes and Martyrs Commendation Promotion Association, Vice Chairman of the Xicheng District Youth Federation in Beijing, member of the Xicheng District Political Consultative Conference in Beijing, and director of the China Women’s Research Association.

In her personal life, Liu Bin met Mao Xinyu in 2000. After multiple interactions, the two grew to understand each other deeply and gained the approval of Mao Xinyu’s mother, Shao Hua. In 2003, under Shao Hua’s mediation, they held a simple wedding. On December 26 of the same year, Liu Bin gave birth to a son named Mao Dongdong at Peking Union Medical College Hospital, with his birthday coinciding with the anniversary of Mao Zedong. In 2008, the couple welcomed their second child, a daughter named Mao Tianyi.

Liu Bin also actively participates in public and social activities. On April 13, 2013, she attended a red culture activity with Mao Xinyu at Tiancun Mountain National Forest Park in Song County, demonstrating her support for patriotism. Her honors include being awarded a third-class personal merit by the General Staff Department in 2005 and being publicly recognized in February 2022 as an “Advanced Individual in Women’s and Children’s Work in Beijing.”
