Luo Ying

Luoying, born in China, with her specific date of birth not disclosed. In May 2019, she served as the Executive Deputy Director of the China Construction Industry Association Specialty Village and Town Research Institute, leading a delegation including experts from the Shanghai Decimal Research Institute to Tai'an City to investigate the construction of a demonstration zone for autonomous and controllable network technology applications. Deputy Mayor Cheng Li participated throughout the process.

Regarding public welfare activities, Luoying attended the “Public Welfare Long March” event in Changting on May 5, 2019, as an invited guest. During the event, she visited the site where the Red Army departed for the Long March at Zhongfu Village, the Songmaoling Battle Memorial, and the Soil and Water Conservation Science and Education Park. In visits to ancestral sites, on June 3, 2023, Luoying specifically traveled to the Yimeng Hong Sao Memorial Hall. Guided by accompanying personnel, she focused on learning about the story of Wang Huan Yu, known as the “Mother of Yimeng,” who raised her father Luodongjin and aunt Luonangxia; she also examined significant battles commanded by Marshal Luo Ronghua, such as the “Liutian Breakout.” She expressed deep gratitude to Wang Huan Yu’s descendants.
