Introduction

Luo Lefeng, born in 1970, is a Hong Kong businessman and industrial figure. His early education and detailed family background have not been disclosed.

In his career, Luo and his wife co-founded Jingyuan Group in the 1990s, and he serves as the group's chairman. Jingyuan Group developed into an internationally known OEM (original equipment manufacturer) and ODM (original design manufacturer) in garment trading and manufacturing, with an annual output of over 230 million garments, becoming one of Asia’s top five garment manufacturers. Under his leadership, the company has received more than 230 awards in environmental protection, social responsibility, and corporate citizenship, demonstrating its sustainable development and industry influence.

Luo is also active in public welfare and social responsibility both inside and outside the industry. He and peers established the Fashion Enterprises Sustainability Alliance to promote sustainable development in the textile and garment industry. He is devoted to education and social causes and set up the Yuqing Charitable Foundation in his wife's name to help vulnerable groups in Hong Kong and mainland China.

He has received multiple honors, including the 2012 Hong Kong Young Industrialist Award and Outstanding Industrialist Award, presented at a ceremony attended by Financial Secretary John Tsang and Secretary for Commerce and Economic Development Gregory So. Luo has been recognized with various honorary titles for his contributions to industry and social responsibility.

Financially, Luo's wealth has been frequently reported by the media as fluctuating. In different years’ wealth rankings he has appeared with assets worth billions of RMB or USD, typically placing around the 50th spot. For example, on Forbes’ Hong Kong rich list he was ranked 50th in 2022 with assets of $955 million and again 50th in 2024 with $1.1 billion. His wealth has changed over time but he has consistently been among Hong Kong’s prominent wealthy individuals.

In philanthropy, he has participated in many public projects, including educational assistance (Bo’ai student aid), afforestation, and support for medical and health services. Examples include organizing tree-planting activities in Qujiang District, Shaoguan City, in 2010, supporting cataract surgeries for impoverished patients in 2012, and providing donations and scholarships in the education sector.

In 2016, Luo published a personal monograph titled Putting the Greater Good First with Peking University Press, reflecting his intellectual and scholarly pursuits beyond the industry.
