Francis Russell was a British Member of Parliament born in 1793 and deceased in 1832. He was the son of Lady Charlotte Villiers, who was the daughter of Frances Villiers, Countess of Jersey. Frances Villiers was the wife of George IV of the United Kingdom, who reigned as king from 1820 until his death in 1830, and was a British noble. Frances Villiers also held the position of mistress to George IV. Lady Charlotte Villiers died in 1808.
