He earned a Bachelor’s degree in Philosophy from Heilongjiang University in 1982. Subsequently, he obtained a Master's degree in Economics from Harbin Institute of Technology in 1993, and in 2004, he earned a Ph.D. in Economics from Nankai University. In terms of professional training, he attended a senior management training program at Yale University School of Management in the United States from August to September 2011. Additionally, he participated in the AMP156 senior management training course at Harvard Business School (from April to July 1999), as well as training programs at the National University of Singapore, the Central Party School, and provincial and ministerial-level training sessions such as the China Youth League class and strategic thinking training.
His career involves several significant positions. He previously served as Deputy Director and Director at the Policy Research Office of the Heilongjiang Provincial Party Committee Office. Later, he entered the financial industry, holding roles such as General Manager of the International Business Department at China Everbright Bank’s Heilongjiang Branch, Vice President of the Dalian Branch of China Everbright Bank, Director of China Everbright Financial Holdings Limited, Deputy Director and Chief Executive Officer of Greater China at Everbright Asia (Singapore), General Manager of Everbright Singapore Investment Company, and Chairman of subsidiaries in South Africa and New Zealand. In corporate governance, he has served as Director, Vice President, President, and Party Committee Secretary of Everbright Securities Co., Ltd.
Between 2014 and May 2015, he served as Deputy General Manager of China Investment Corporation and General Manager of China Central Investment Limited. Since October 2016, he has served as an Independent Non-Executive Director of China Minsheng Bank Corporation Limited.
He has accumulated many years of experience in the financial sector, including banking, securities, and insurance industries. His work has involved in-depth research in modern corporate governance, financial enterprise management, reform of the state-owned financial system, and the development of financial markets and institutions. In 2013, he put forward the “Ten Thousand Words” proposal to promote insurance rate reform; in 2014, he offered insights into the healthy development of banking based on Japanese experiences. In terms of social roles, he has served as Vice Chairman (non-permanent) of the China Securities Association and as an Executive Director and Vice Chairman of the Singapore Chinese Enterprises Association. He also serves as a director for multiple listed financial companies. Additionally, he is a master's supervisor at Tsinghua University’s PBC School of Finance and holds visiting professorships at Nankai University, Shenzhen University, and Heilongjiang University. His familial connection includes a brother named Jie Zhixun.
