Phyllis Evelyn Goschen (1895–1976) was the wife of Francis Cecil Campbell Balfour, a British army officer and colonial administrator who lived from 1884 to 1965. She was connected through family to Lady Blanche Gascoyne-Cecil, who was the mother of Eustace Balfour, the latter being the father of Francis Cecil Campbell Balfour. Lady Blanche Gascoyne-Cecil was the mother of Arthur Balfour, a British Prime Minister, Conservative politician, and statesman who lived from 1848 to 1930.
