Guo Boquan (born October 1961), a native of Liyuan, Shaanxi, is the younger brother of Guo Buxiong. He is a member of the Communist Party of China and holds a postgraduate degree from the Shaanxi Provincial Party School. He began working in 1983 and served in Liyuan County for nearly 20 years, holding positions such as village credit cooperative accountant, town mayor, party secretary, and deputy county chief. Starting in 2002, he held various positions including County Mayor of Bin County, Standing Committee Member of Weinan Municipal Committee, Deputy Mayor of Weinan, and Director of the Shaanxi Provincial Civil Affairs Department.
In 2013, while serving as Director of the Civil Affairs Department, he was publicly revealed to have claimed he could "speak with the Vice Chairman of the Central Military Commission," indicating his special background. In May 2015, a Shaanxi Provincial Party Committee inspection found chaotic management of disaster relief funds by the Civil Affairs Department, with illegal misappropriation of 89.67 million yuan for affordable housing and serious losses of state assets. The department's leadership was also found to have exceeded housing standards.
In September 2015, Guo Boquan was dismissed from his position, and in October, his concurrent positions were revoked. Subsequently, he was appointed as the Party Secretary of the Shaanxi Provincial Government Consultative Office and Director of the Shaanxi Literature and History Museum, positions he held until 2017.
