Russell is the paternal grandson of Edward Russell, the 2nd Baron Russell of Liverpool. His educational background includes studies at Charterhouse School, Trinity College, Cambridge, and INSEAD, a graduate business school.
His familial connections include his maternal grandfather, Sir Arthur Howard, who served as a Conservative Member of Parliament. Additionally, Russell is a great-grandson of Stanley Baldwin, who served as Prime Minister of the United Kingdom.
He lost his seat in the House of Lords as a result of the House of Lords Act 1999, which limited the number of hereditary peers in the chamber. However, he was elected back to the House as a hereditary peer following a by-election held in December 2014, where he returned as an elected hereditary peer.
