Introduction
Henry Frederick Cowper was born on 18 April 1836. He was the second son of George Cowper, the 6th Earl Cowper, and his wife Anne, who later became the 6th Baroness Lucas of Crudwell. Anne Cowper was the daughter of Thomas de Grey, the 2nd Earl de Grey. Henry Cowper's elder brother was Francis Cowper, who became the 7th Earl Cowper.
Cowper entered the British House of Commons in 1865 as one of three representatives for the constituency of Hertfordshire. He served as a Member of Parliament (MP) for Hertfordshire until 1885, when the constituency was abolished as a result of boundary changes. Following the abolition of Hertfordshire constituency, Cowper contested the newly created seat of Hertford but was not successful in this election.
Henry Cowper died on 10 November 1887 at the age of 51.
