Zhan Minli (born 1942 - ), female, graduated from Beijing Foreign Trade University. She has a daughter named Huang Wan with her husband Huang Yu. Her son-in-law, Zhou Bin, is the son of Zhou Yongkang, former member of the Political Bureau of the Central Committee of the Communist Party of China and Secretary of the Central Political and Legal Affairs Commission.

Zhan Minli has worked at the Seventh Research Institute of the State Defense Science and Technology Commission, the Institute of Electrical Engineering of the Chinese Academy of Sciences, and Dongfang Scientific Instruments Import and Export Company. In addition to serving as a supervisor at Beijing Zhongxu Sunshine Energy Technology Co., Ltd., she has been an important shareholder in at least nine other companies. Many of the companies she has been involved with have had dealings with Zhou Bin. Zhan Minli was also a key figure in the 2013 corruption case involving China National Petroleum Corporation.
