Jia Falin, male, Han ethnicity, was born in May 1963 in Botou City, Hebei Province. He began working in April 1981 and from April 1981 to July 1995, held positions at Botou Environmental Protection Equipment Factory, including workshop director, assistant to the factory director, and factory director. He joined the Chinese Communist Party in April 1990.

Regarding his educational background, he attended Hao Village Middle School in Botou City from September 1978 to April 1981. During his career, in September 1995, he transitioned to the status of a public servant.

After starting his career, Jia Falin served as Deputy Director of Botou City's Office for Foreign Openings (from July 1995) and Deputy Director of Botou City's Investment Promotion Bureau (from November 1996 to February 1997). Subsequently, he concurrently served as Director of Botou City’s Beijing Office and Deputy Director of the Investment Promotion Bureau (from February 1997 to February 1998). He then served as Deputy Mayor of Botou City from February 1998 to March 2000. During this period, starting from March 2000, he served as Deputy Secretary of the Botou Municipal Committee until July 2002.

From July 2002 to June 2003, Jia Falin was Deputy Secretary of the Working Committee and Deputy Director of the Management Committee of Cangzhou Economic and Technological Development Zone. Following this, from June 2003 to July 2005, he served as Executive Deputy Director of the Development Zone Management Committee and Deputy Secretary of the Working Committee (at the principal division level). From July 2005 to March 2008, he was a member of the Party Leadership Group of Cangzhou City Government and Assistant Mayor of Cangzhou.

Between March and December 2008, he worked in the Cangzhou City Government, concurrently serving as Deputy Party Secretary of the Municipal Bureau of Commerce and Director of the Municipal Investment Promotion Bureau. From December 2008 to August 2011, he was Deputy Party Secretary of Cangzhou Binhai New Area and Deputy Director of the Management Committee (at the deputy department level). Subsequently, from August 2011 to March 2013, he served as Vice Mayor of Cangzhou City, and from March 2013 to November 2015, he was a Standing Member of the Cangzhou Municipal Committee and Vice Mayor of Cangzhou.

Since November 2015, Jia Falin has served as a Standing Member of the Cangzhou Municipal Committee and Minister of the Publicity Department until September 2017. Since September 2017, he has concurrently held the position of Party Secretary of Cangzhou Economic Development Zone.
